The Leadership Experience & Employment Program

The Leadership Experience & Employment Program, founded by the late Harris County Commissioner El Franco Lee, places Houston area high school graduates and college students in internship positions in county departments and private firms. Founded in 1985, the Leadership Experience & Employment Program promotes personal growth, academic excellence and professional work experience in fields such as engineering, science and technology, health care, accounting, and construction to name a few.

The program is designed to promote personal growth and knowledge in the working arena, encourage academic excellence, and promote financial rewards for satisfactory completion of work production. It has been our goal to place students in positions within those departments/divisions relating to their major course of college studies, when possible.

Age limitations are 17-23 years of age. Community service during the program may be required. Maximum of one person per family can be placed per program year.

L.E.E. Program Application Package

The 2017 L.E.E. Program will begin accepting applications on January 1, 2017. The Program runs from May 30, 2017 - August 4, 2017. Participants are expected to work the full length of the program.


All students must be a high school graduating senior or undergraduate college student. You must be currently enrolled in school full-time and live in Harris County. Application packets should be mailed to: Harris County Precinct One, Attention: L.E.E. Program, 7901 El Rio, Houston, TX 77054. No placement consideration will be given until all requested information has been submitted.

Eligibility: In order to be eligible for the Harris County Precinct One, Leadership Experience & Employment Program, you must meet the following qualifications:

  • Must be enrolled as a full-time (12 or more credit hours), undergraduate student for Fall 2016 and Spring 2017
  • High School Graduates must have a minimum 3.0 G.P.A.
  • College Undergraduates must have a minimum 2.5 G.P.A.
  • Cannot be on academic probation

Notification: All applicants will be notified by April 30, 2017. Notification for the program and all future correspondence will be conducted through email. Please be sure to provide a valid email address. Notification will not be made by telephone. The decisions of the precinct staff are final. Application Deadline: March 31, 2017
